THE ELECTORAL SYSTEM IN RUSSIA
In Russia free elections are the highest direct manifestation of the power of the people.
“Article 32
2. Citizens of the Russian Federation shall have the right to elect and to be elected to bodies of state governance and to organs of local self-government, as well as take part in a referendum. ”
The general elections to Parliament of the Russian Federation must be held every four years. The voting age is 18 and the voting is taken on the basis of universal, equal and direct suffrage by secret ballot.
The procedure for forming the Federation Council and the procedure for electing deputies to the State Duma is settled by federal law. If a citizen of the Russian Federation is 21 and he or she has the right to participate in elections he or she may be elected deputy to the State Duma. It is impossible for one and the same person to be deputy to the Federation Council and to the State Duma. The State Duma is elected for a term of 4 years and the work of the deputies to the State Duma is permanent. They can not be deputies to other bodies of state power and local authorities. Also they may not be employed in the civil service or engaged in any remunerative activities other than teaching, research and other creative activities. The deputies will inform their electors about their activity during the meetings with them and with the help of mass media. Both the Federation Council and the State Duma elect from among their members the Chairman and his or her deputies.
In Russia the procedure for electing the President is also determined by federal law. If a citizen is 35 and he or she has resided in Russia for 10 years he or she may stand for the post of the President of the Russian Federation. The selected person holds the office of the President for a term of 4 years and for not more than two terms in succession.
